No idea about a specific bungee harness but you can get climbing harnesses for the chest that goes with the normal climbing belt. I guess these will be available from any good climbing/outdoor store.

But your best bet is probably to go to Blacks or a place that sells industrial safety equipment (I might know someone) to buy a harness and then get the bungee cords off ebay.
