Prostitution itself isn't illeagal, but soliciting it is (ie a street walker comes up and asks you if you "want some business, love?", she's soliciting the fact she's a dirty whore and that's illeagal) Brothels, however, don't advertise, they exist through word of mouth (a drunk guy in a pub tells his mate "ee-ar, yer can get a fuckin' filthy blowjob at this place..." and his mate goes, and tells others. This equals no soliciting on the whore's part and is therefore not a crime)

    Found this on wiki!

The Government announced on January 17, 2006, that in England and Wales it was considering allowing small brothels, whilst continuing the crackdown against kerb-crawling, which is seen as a nuisance. [1]

while brothels are still considered illegal, whatever you hear it IS soliciting (asking, offering, accepting money for sexual services is against the law), most councils and police services turn a blind eye as it's much safer than curb-crawling, which as it's been stated already is seen as a niucance (how the fuck do you spell that?).

I live quite close to what's considered the "red light" area of Edinburgh, and there's police around on foot regularly, where as at the other end of town where there's a number of "massage parlours" gets widely left alone, as alot of brothels are relatively safe for the girls and don't deal with junkies etc.

In London I think they have some written agreement that you can have 1 girl to 1 flat...anymore and its considered a brothel and will be closed down.
Not sure how I know this by the way
