When you see cheap mats, they're usually thin.

Your best bet for a decent price is to buy old/used tatami.

There is a guy just off the A55 in North Wales who sells some stuff from a shed on his farm.

(I know that this is a suitably vague description, but I do not have any contact details.)

The material in question is about 3cm thick and in pieces about 2' x 4'. It is very light - some kind of foam. A couple of my friends bought it from him about 10 years ago for this exact use - garage grappling - and it is still going strong.
Best way I can describe it is like a foam McDonalds container, but much bigger! He was charging about £10 per piece.

The smooth surface means that it doens't catch on stuff and lasts well.

It is fine for any grappling short of heavy throwing.

There must be other places that sell stuff like this.

20mm is easily enough for grappling. It's ok for throwing too.

    Thie stuff on ebay:

    http://cgi.ebay.co.uk/ANTI-FATIGUE-I...1%7C240%3A1308

is only £1.99 for each piece at 2' x 2'

You could have it double layered and it would still be cheap!
