Is this something that you spend much time focusing on at your dojo?
Are there actual submission defence techniques and can they be drilled like submissions can?

Yes, yes and yes.

A good offence is useless unless accompanied by good defence
Whenever we drill a sub, we also drill a few defences for the sub too

Drill or teach both at the same time? If it's teach, then I don't agree with teaching both the sub and defence at the same time. If you teach a move and the defence in the same lesson, you run the risk of people disregarding that technique as immediately they'll struggle to pull it off as they won't have had time to develop it, and the defence will be fresh in everyone's head. Better to let the sub sink in, then introduce the defence. It will also improve the level of the defence, as students will be learning against a solid submission, rather then one they've just learnt. You can get away with this if teaching higher belts a variation on a sub they already know, but IMO when introducing a brand new sub it should be isolated from the defence until later.

^^totally agree.
There should be a sizable gap between teaching the tech and teaching it defense.
Why? - because no one will get a chance to apply the sub and everyone will be fighting like mad to prevent. Totally counter productive.
