I think it has to be case by case.
In this case i think it was the right call. Everyone respects Ash and knows he wasn't looking for a easy fight and he fights all comers. Fair play to his opponent for stepping up on short notice.
However sometimes in the past on certain shows its been a blatant way to give their fighter a title. But this was nothing like that.
On a separate note I've been really impressed with Team Titan lately.

he was up for fighting a top opponent before this - that was cancelled due to no fault on his part, this fight happened - now he will defend against the best challenger.

this is also my experience of Ashleigh. he said he would fight anyone in a recent interview and i do not doubt this for a second.
