Because he has not lost at LHW due to size alone.
He lost to King Mo due to poor TDD.
Maybe after he has earnt a shot and lost to Jones he may drop down to MW.
I like Mousasi, but I don't know if he ever gets himself to a title shot. As a whole the LHW division is fairly shallow, but the top 10 guys are all pretty damn good. Big drop off after that. Gegard will win more than he losses in the UFC, but I don't know if he ever gets to a title shot.

He he beats Gustafsson he may only be another win away from a title shot.
Likely that win would have to be Phil Davis, though, who is a nightmare match-up for him.
Phil beats him.
That might cause his drop to LHW.
